Mr. Poaps,

Thank you for your query in regard to the operation of Digital Packet Radio Systems interconnected via the internet.

As per Section 44(b) of the Radiocommunication Regulations, and established policy, an operator holding a BASIC Class certificate may establish and operate an automatic repeater system, provided that it is a Cross Band, or Simplex, Store-and-Forward Repeater, that does not employ the remote manipulation of the station parameters, and utilizes unmodified radio transmitters which have been commercial designed, or manufactured for use with frequencies assigned within the Canadian Amateur Radio Service. (Ref: RIC-3, Sec. 1.4)

Packet Radio Stations are considered to be Simplex, Store-and-Forward Repeater stations and as such, may be established and operated by holders of the BASIC Amateur Radio Operator’s Certificate.

Therefore operators holding the BASIC certificate may establish and operate Packet Radio Nodes, but only operators holding the ADVANCED certification may establish and operate fixed radio stations which are manipulated by means of remote control through radio, internet, or other means.

I trust that this has provided the answer to your query.

Sincerely,

Alan McLean
